- In a large skillet, cook the beef over medium heat, then drain.
- Add water and taco seasoning; bring to a boil. Reduce heat; simmer, uncovered, for 2 minutes.
- Place two tortillas in a greased 13x9-in. baking dish. Add thin layers in this order, refried beans, sour cream, black beans, beef, tomatoes, taco sauce and cheese.
- Add another layer of tortillas and repeat step 3.
- Cover and bake at 350° for 20-30 minutes or until heated through and cheese is melted.
